Governor signs law to create Michigan New Jobs Training Program

Daniel J. Phelan, Sen. Mark Jansen (R-28th
District), Rep. Richard Hammel (D-48th Disrict), several Michigan
community college presidents and representatives of the Michigan Community
College
Association
in a signing ceremony for the Michigan New Jobs Training Program today at the
Capitol in Lansing.
The Michigan New Jobs Training Program, sponsored by Sen. Jansen and Rep. Hammel, is designed as an economic development incentive and authorizes community colleges to issue debt on behalf of employers that are creating new jobs and/or expanding operations in Michigan for the purpose of funding job training. It will provide flexible funding to meet a variety of training and development needs, ranging from highly specialized and customized training to basic skill development for new jobs. The debt is paid by capturing the incremental increase in the state income tax associated with the new employees’ wages and redirecting it to the college, instead of the state. Funds may be used to pay for 100 percent of any direct training expenses.
This plan was first introduced by Phelan to the Michigan Community College Association, who assisted in its development and sent it to the leadership of the Michigan House of Representatives and Senate.
“It’s a privilege to be a part of an initiative that creates a tool that provides for the recruitment and retention of new jobs, to not only Jackson and the region, but to the whole State of Michigan,” Phelan said.

Burns, Montcalm Community College president; Dr. Gary Wheeler, Glen Oaks Community College president; Dr. M. Richard Shaink, Mott Community College president; Dr. Adriana Nichols, MCCA; Luke Pickelman, MCCA; Michael Hansen, president, MCCA; and Brendan Ringlever, MCCA.
